Saline Creek Plateau Public-Private Partnership Project

The Alternative Capital Financing Office is working with the Oil Sands Sustainable Development Secretariat, the Regional Municipality of Wood Buffalo and various government ministries to explore a world scale public-private partnership as an innovative approach to provide a master planned community in the Saline Creek Plateau area on the southeast edge of Fort McMurray.

Through this partnership, housing and infrastructure will be built to meet immediate and long-term population growth requirements for 20,000 people. Plans are to generate reasonably priced, serviced lots for residential and commercial use and essential community infrastructure and services, such as schools, health clinics, recreational facilities and parks. Incorporation of environmentally-friendly community designs, including LEED ™ or LEED ND™ standards will be an important component of the project. Project Information


The government issued a Request for Expression of Interest on June 26, 2008. The opportunity to submit a response closed on July 31, 2008. Submissions are being reviewed to assess the business interest for the development of a comprehensive public-private partnership (P3) project by qualified and experienced firms or consortia with the resources and experience to successfully deliver an innovative and accelerated approach to develop Saline Creek.
