The Alberta government publishes financial results and reports on the progress made toward its goals in government and ministry business plans.

The Government of Alberta Annual Report is published in June, and the Ministry Annual Reports are published in September.

Measuring Up: Progress Report on the Government of Alberta Business Plan 2008-09 (PDF)

Measuring Up is part of the government’s commitment to be open and accountable to the people of Alberta. It endeavours to go beyond reporting financial information by reporting on the progress the government has made in the Government of Alberta Three-Year Business Plan.

Measuring Up reports on whether the government actually did what it said it was going to do, if it achieved the outcomes it said it would achieve, and whether the government is progressing toward achieving its goals.

Reader's Guide 2008-09

Measuring Up 2008-09 reports on the ten goals, 61 measures and numerous government strategies established in the 2008-11 Government of Alberta Strategic Business Plan. Reporting on the measures and strategies provides information on the progress made toward goal achievement.

The Performance Summary beginning on page five has two sub-sections for each of the ten goals:

  • How do we measure up? – This section is a summary table containing targets, results and performance trend information.
  • What are we doing next to achieve this goal? – This section outlines future initiatives and the annual program and capital spending directed toward goal achievement as found in the 2009-12 Government of Alberta Strategic Business Plan.

Following the Performance Summaries is the Results Analysis by Goal. Each goal has four sections:

  • What the Goal Means – This section provides a brief description of the goal statement.
  • Expenses and Capital Plan Spending – This section includes three graphs that provide information pertaining to the government expense directed toward achieving the goal. The three graphs are Goal Expense, Percent of Total Expense and Capital Plan Spending. The goal expense information is derived from the Expense by Function amounts reported in the 2008-09 Consolidated Statement of Operations. The Capital Plan Spending is aligned with the 2008-11 Capital Plan spending that is directed at government-owned and supported infrastructure.
  • Progress Report on Strategies – This section provides a brief progress report on each of the strategies related to each goal. More detailed information will be available in the ministry annual reports published in September 2009.
  • Performance Measures – This section contains graphs representing the historical results, the most current results and the 2008-09 target level for each of the measures under each goal. Next to each goal is a discussion of the results of the measures, reasons for any significant variance from targets and actions that the government has taken to influence the results. A listing of the data sources and notes to the graphs can be found at the back of Measuring Up.
